Data residency, PIPEDA, and Quebec's Law 25
The Personal Information Protection and Electronic Documents Act (PIPEDA) applies to an ITAM tool because the inventory stores personal information, such as who each device is assigned to, their email, and in some tools the device's location. According to the guidelines of the Office of the Privacy Commissioner of Canada, PIPEDA lets organizations transfer that data to a provider in another country for processing. The organization stays accountable, has to secure comparable protection through the contract, and must tell people their information may be processed abroad.
Residency rules come from other laws. Section 17 of Quebec's Law 25 requires a privacy impact assessment and a written agreement before personal information leaves the province, including when an outside provider stores it, and Nova Scotia's current public-sector privacy law requires public bodies to store and access personal information only in Canada unless an exception applies. In both cases, ask each vendor where the data and its backups are stored and from which locations its staff can access them.
English and French for users and support
In Quebec, the Charter of the French Language turns French into a buying requirement for software. Section 52.1 requires software to be available in French whenever a French version exists, and the Office québécois de la langue française (OQLF) states that employers must give staff the French version of any software and install it by default. Since June 1, 2025, companies with 25 or more employees in Quebec must also register with the OQLF to start a francization process.
For an ITAM tool, check French at three levels: the interface technicians use, the self-service portal employees see, and the language of vendor support and documentation. The Canadian Centre for Cyber Security (Cyber Centre), the federal authority on cyber security, published the guidance ITSM.10.004 in April 2023, and it treats the asset inventory as the base of cyber security. ServiceNow doesn't publish ITAM prices, and its Hardware Asset Management pricing page asks buyers to request a custom quote. No free trial is listed, and the platform fits best in organizations that already run other ServiceNow products.
#3: ManageEngine AssetExplorer
ManageEngine AssetExplorer, from Zoho Corporation, tracks hardware and software across their lifecycle with agent-based and agentless discovery, plus barcode, QR code, and RFID tracking. The product is available in French, Zoho has an office in Toronto, and ManageEngine runs data centers in Toronto and Montreal, although the AssetExplorer Cloud page doesn't say whether that product is hosted there. The on-premises edition keeps the data on your own servers.
AssetExplorer pricing is public: the cloud edition starts at $115 per month or $1,245 per year for 250 IT assets, and the on-premises edition starts at $955 per year for 250 IT assets. There's a 30-day free trial, and a free edition covers up to 50 nodes in the cloud and 25 on-premises.
#4: Lansweeper
Lansweeper, a Belgian company, discovers IT, operational technology, Internet of Things, and cloud assets on your network "without having to install any software on your machines." Its cloud platform is hosted in the U.S. East (Ohio) region or in Europe, with no Canadian region listed. Lansweeper Classic installs on your own Windows servers for teams that need the data on-premises.
